Donate at least 50 items to the museum, and open the museum shop (see above). After the museum shop has been open seven days, talk to Blathers. He will eventually be thinking about something when you go into the museum. Talk to him at that time to add the Roost Café to the list of public works projects.

Regular villagers always like their coffee with milk and sugar in the same amounts (in regards to how high the option is), so they are a bit easier to remember the orders for than with Special Characters, which will mention a specific preference at the counter, with the other preferences remaining the same.
